The Carbon Poker no deposit bankroll is released in two phases. You get $25 deposited to your main account once you are approved, and then you're given $125 in your bonus account. Funds in your bonus account can not be used to play poker; they must be moved to your main balance.
To move the money from your bonus account to your main balance, you need to earn Carbon Points, also called VIP Points. These points accumulate as you play real money cash and tournaments. For every 375 VIP points you earn, $5 of the bonus will be moved into your main balance.
To withdraw your bankroll or winnings from the bankroll you must earn 700 VIP points. That's about $70 in total rake.
